Oversight of the Flight Training Partnership and Helpful Flight Training Information for Students
The relationship between Vaughn College and Heritage Flight Academy (HFA) will be expressed and made available for review by all interested parties, including students, parents, institution departments, faculty and accreditation agencies. In addition to the website, this information will be made available in the College catalogue.
Relationship between HFA and Vaughn’s Aviation Department Supporting Flight Training Curricula
The College is contracted with Heritage Flight Academy (HFA), an FAA Part 141 and Part 61 Flight School to provide at a contracted rate training for students in the bachelor of science aircraft operations degree path to obtain the required licenses and ratings, as well as the required training for the FAA’s Airline Transport Pilot Certificate with Reduced Aeronautical Experience (RATP):
• Private Pilot License;
• Instrument Rating;
• Commercial License;
• Multi-Engine Rating(Elective);
• Certified Flight Instructor -Airplane;
• Certified Flight Instructor-Instrument;
• Multi-Engine Flight Instructor (Elective).
The required training and instruction is coordinated between HFA and Vaughn College by the aviation department chair to ensure all studies are following FAA regulations and the College’s academic standards.
The point of contact at the College is the aviation department chair and at the Heritage Flight Academy the point of contact is the executive vice president.
Committee Review of Curricular Requirements between Faculty and HFA
The following committees meet during the semester and will be provided the opportunity to provide input regarding curricula requirements and suggestions. The final authority on implementation resides with the College administration, FAA compliance and HFA’s contractual requirements.
The minutes of the following committees will be maintained and reviewed by the Department and meet as follows:
a. Aviation Department Meeting
i. Meets twice a semester and as needed
b. Advisory Council
i. Meets once a semester
c. Student Advisory Council
i. Meets monthly and as needed
d. Safety Committee
i. Meets once a semester and as needed
e. HFA Curriculum and Safety Committee
i. Meets once a semester
f. And any other committee deemed necessary
i. Meets as needed
How to Schedule Flight Training with HFA
To complete the requirements for the bachelor of science degree in aircraft operations in a timely manner, it is recommended for students to schedule three flight training sessions per week using the HFA scheduler. Students may also request a fourth standby request by contacting HFA’s operational desk one day in advance after 11 a.m.
Scheduling the appropriate lessons allows a student to complete everything through both CFI ratings in three years or less. To achieve all ratings in three years, a student needs to schedule a minimum of three lessons per week and average a minimum of two lessons per week. Scheduling a fourth request as well as flying during the winter and summer breaks increases a student’s ability to certify sooner.
During the Student Advisory Council meeting, students will have the opportunity to provide feedback on the scheduling process, how it is working from their perspective, and any recommendations for improvement. Any suggestions for improvement will be shared with HFA by the aviation department chair, and any resulting changes will be communicated with students and faculty.
How A Student Selects/Changes Flight Instructor
At initial assignment of training, HFA assigns a primary flight instructor plus two backup instructors. If at any time a student requests a change, it can be made either by the student to the executive vice president, chief pilot, or assistant chief pilot at HFA, or by contacting Vaughn’s on-site flight coordinator without any questions being asked. A student may also request a change of instructors via email to the department chair who will then coordinate with HFA and Vaughn’s flight coordinator. All changes are considered confidential.
Student Performance Review by Aviation Department and HFA
There are three processes in place:
1. At the end of each month, HFA provides both the flight and ground training hours for each student and they are reviewed for consistency between start date and training times. All abnormalities reported to Vaughn’s Flight Coordinator/adviser for consultation with the student.
2. On an as needed basis, the students enrolled in either FLT111, FLT121, FLT331, FLT472, FLT473, and/or FLT474 are required as part of their course requirements to send an email indicating their training progress for follow up by the department.
3. On a monthly basis, any student who has less than two combined flight/ground lessons for a week or less than eight combined flight/lessons for the month (based on four weeks) will receive outreach from the flight adviser to check-in, determine any barriers that could be removed with Vaughn’s help and encourage the student to schedule more flight training hours.
Review of the Vaughn curriculum and HFA’s flight training program as a result of equipment and technology changes
As Vaughn College and HFA become aware of any FAA changes to procedures or the flight training program, appropriate modifications will be made to ensure compliance with both the academic and Part 141 training requirements. Two meetings will be scheduled for a review, one before the start of the semester and one at the conclusion of the semester to review the implementation of changes. Minutes of the associated meeting will be maintained in the department.
